Ambassador Lincoln Bloomfield Jr. is President of Palmer Coates LLC, and was Chairman of the non-partisan Stimson Center. During his 35 year career he has also held roles as U.S. Special Envoy for MANPADS Threat Reduction, U.S. Assistant Secretary of State for Political Military Affairs, and as Special Representative of the President and Secretary of State for Humanitarian Mine Action. He specializes in U.S. defense, intelligence, U.S. alliances, and U.S. defense strategy.

He was Deputy Assistant Secretary of State for Near Eastern Affairs, Deputy Assistant to the Vice President for National Security Affairs, a member of the U.S. team negotiating for U.S. facilities in the Philippines, and Principal Deputy Assistant Secretary of Defense for International Security Affairs, among other policy positions in the DOD.   

He is a National Executive Committee Member of the U.S. Water Partnership; a Director of the non-profit energy NGO The Last Kilometer; and an advisor to the Gulf policy advisory C&O Resources, the law firm Akin Gump, and the corporate advisory WestExec Advisors.

He specializes in U.S. defense, intelligence, U.S. alliances, and U.S. defense strategy.

He holds an A. B. degree from Harvard College and the Fletcher School of Law and Diplomacy (M.A.L.D.).
